I thought ELLs can only transfer data at half the speed of a wired LOR network. If he was to use ELLs, wouldn't he need twice as many networks?

The answer is "Yes," but only if you have configured your LOR network to the "Faster" speed.

Each LOR network can run at one of 3 different speeds, which is set in the "Edit" -> "Preferences" -> "Network Preferences" dialog of the Sequence Editor. The default is "Average", which is 56kbps. "Slower" is 19.2kbps, and "Faster" is 112kbps.

All controllers will automatically detect the speed of the network, but an ELL will not. It must be configured to the same speed as the network. The ELL (current version) only supports 19.2k and 56k.

This year, I expanded to 2 networks. The "South" network is wired and will serve 3 houses this year. The "North" network uses an ELL to reach across the street, for hopefully another 3 houses. I used 1 CCR last year, on the "North" network, but I mainly used macros, so the network load was light.
