Hi,

What type of controller is this. Is it a LOR1602W with inner panel that has a switch and two fuse holders or is it a CTB card with the fuses on the card?

Its the 1602W they come with the 32 channel starter set thing. Can i use the fuse things on the board instead of the ones on the inner panel? The reason i got this problem was the fuse getting stuck.

The fuse holders on the circuit board have been bypassed. It seems like you tried to twist the entire top of the fuse holder, to change a fuse you need to use a flat blade screwdrvier and only turn the inner grey part 1/4 turn. See if you can seat the fuse in the holder.
