Using Both Foreground and Background Effect on RGB channel

I am working on creating templates of effects for my RGB strips. So I have this one template that chases from one side of the house to the other. Over 700 channels so it took a long time to create. I create it in just ON so I can use the foreground or background effect tool to change the color but my problem is when I want to change both.

Here is my section I want to change. I want the ON to be Blue and the background to be red.

Using the foreground tool I changed the ON to blue

When I use the background to change it to red this is what I get.

Any ideas on how I can do this? I was hoping to make a bunch of clipboards with my chases and then do the coloring afterwards.
