S5 Motion Rows

I have 16 props total. 8 mini stars and 8 mini trees

I have a group called All mini trees and stars. When I apply the motion row effect to the group, it does nothing.

I have to manually go to each prop and paste the motion row there. What I am trying to do is a wave effect across all 16 props at once.

Any clue as to why it's not working?
