This one would need to be cropped a bit. Honest opinion, you will be very hard pressed to get a waving flag to look decent with only 16 pixels across. I have that image showing just a little more than the flag itself on a P10 matrix which is 128 pixels wide and 48 pixels high, and it look OK (not great by any means).
