I ordered some led lights for our bathroom from Mini in The Box, and it had a yellow label with  "goods not fulfilling the conditions prescribed by article 9 and 10"

What does this mean ?

What does this mean ?

It means to turn them off before going to bed, or at least sleeping with one eye open.
