I'm wondering if it's just a plain jane PAR 36 lawn spotlight that's being faded up and down with LOR? Still, it's really bright to be a normal spot. The light on the Christmas tree in 2006 was actually a halogen headlight bulb with the Hi and Lo beams active at the same time- pointed straight up in a glass weatherproof fixture.
