when in sequence editor moving mouse over start stop on off ramp or any other I do not get the little lable to tell me what it is . on any other program ie main page ectit does ;

is there a setting in lor for this and where

I'm not 100% sure that I understand where you're saying it works and where it doesn't, but there are tooltip settings for the Sequence Editor in Edit / Preferences / Display Preferences; perhaps what you're looking for can be set via the options there.  If not, could you please rephrase your question? Thanks.
