Spotlight Effect: How do I do it?

I'm trying to create an effect that looks like a spotlight, as seen starting at 2:55 here, https://vimeo.com/17892139. Does anyone know how it's done? I know it can be, but for the life of me, I can't figure it out.

Those are actually supposed to look like asteroids from the old video game of the same name. But they do look like spotlights. They are images.

1) Click on the Tools menu and select "Images"

2) Draw a circle

3) Click on the "Add" button in the upper half of the image dialog box to add the image

4) Click on the "Add" button in the lower half of the image dialog box to add an image action that uses the image

The image action will move the image from the start x,y position to the end x,y position
