Let viewers choose the song?

I know a few years ago I saw someone who developed a way for users to log into a website from their phone, then rate the songs that they wanted to be played. The songs with the higher rating allows for that song to be played next. Essentially allowing the user to choose what song they wanted to listen to. Does anyone know if this was ever launched fully, or anything else comparable?
