Loops on a second track

Yes, it is, as long as you're talking about animation sequences (as opposed to musical sequences): Click on the track in question, so that it is the active track, and then go to the Edit menu, then "Turn on Loops".

However, a word of warning: The loops (or lack thereof) operate completely independently on the different tracks. So it's possible that (during play) one of them will loop back when the other doesn't, and thereafter the two tracks won't be at the same time as each other anymore.

That may be what you want to happen, but one thing you almost certainly don't want is to do that while you have some particular channel in both tracks. Then that channel would start receiving lighting commands from both points in the sequence, simultaneously, and unless you know exactly what you're doing and you're very careful about it, the lights on that channel are unlikely to behave in the way that you want.
