Dirty Circuit Board

I just received my shipment from the February sale...Four PC kit boards with heat sinks. Three of the boards look great on visual inspection -- shiny and new.

The fourth board looks like hard water or some sort of chemical dried on the board. Perhaps Mountain Dew.

Should I:

a) Build a controller with it and see if it works (a real pain if it doesn't);

:D Send it back;

c) Clean it with alcohol and a swab and let it dry out for a couple of days and then see if it works;

d) Something else I can't think of; or

e) Any combination of the above?

Any thoughts? Thanks in advance!

If you're going to clean it make sure you use denatured alcohol, and keep the 151 in the cupboard for special occasions.
