set up failed trying to read inialization file

I am running a Dell PC with windows 10 HOME version.  I have tried download the recent update to LOR 5.6.4 but it is failing to set up.  The download indicates 115mb received but when I click to open and run the exe file I get two error boxes.  The first one says it is from an Unnknown Publisher.  When I click ok to run, I get a second error box that says "error readding setup initialization file".  I've tried several times as per direcctions I found in the help files.  The direct help I found regarding this specific are several years old and didn't help either.  Is there a setting on my computer or my browser that is preventing this from running?  I've tried chrome, edge and internet explorer all with the same results.  I'm hoping you have run into this and know the solution or can tell me if it is a software or hardware setting on my computer that is causing the problems.  I even turned off the security settings in chrome in case something in their security settings was causing this.  Any help you can provide will be most appreciated. Your browser has nothing to do with it once the file is downloaded - and based on the file size, it would appear to be downloading correctly.

The first error about unknown publisher is normal.  My first guess is a Windows permissions issue.  I've never used Win 10 Home so I am not overly familiar with how security is set up on that version.

Even though the file size is correct, it still sounds like a corrupt or damaged download to me. Is your internet connection slow or spotty or could your antivirus be getting in the way. Try again with it temporarily disabled. You might also try right clicking the installer and choosing run as admin. Have tried a power off restart ( not sleep or hibernate) prior to installing.

Possible, but not overly likely considering he has tried it at least three times.

That would likely get around a permissions issue.

Thank you all for your assistance.  I'm guessing it is something in a permissions either virus software or possible browser security.  I tried turning things off but never hit the right combination apparently.,   I did try running as admin even though I am the admin on my login but that did not help either. The way I got around it was by downloading it at work and putting on a flash drive and then copying that file to my hard drive at home and installing from that file.  that ran perfectly.
