Pexcon16 IP Address

My computer has an IP address of 169.254.170.79. Does the Pixcon16 need to be set to this IP address?

Your computer and Pixcon both need addresses in the same subnet, but not the same address. For this discussion, that means the first three numbers need to be the the same and the last needs to be different.

BTW, that address is in a range that your computer picked because it was looking for an address server and could not find one. That address will likely be different every time the computer starts up. Note, this was a very simple answer
