LEDs that do not turn all the way off

I have one of last years boards running some LEDs. For whatever reason, they are on (50%) when they should be off. I have added a strand of incandescents to the end of my LEDs to generate a load, but it still does not turn all the way off.

During the sequences, the lights are fading on/off, and turning on at cue.

Any ideas?

I got the LEDs last year too.
