Just making sure....the board is stamped with 4 amps max per channel, so does that mean that #1 - Red can use 4 amps, #2 - blue can use 4 amps, #3 green - can use 4 amps?

Yes.

Note that there is also a limit for the total on each side of the board, so you can't run 4 amps on all 12 channels per side at the same time.
