I am going to try some smart pixels this year and not sure I know what license to purchase.  My item is going to have 64 pixels.  Does that mean i will need the 2-ccr license?

Yes. Each CCR is 150 channels which will support 50 RGB pixels. So to support your 64 RGB pixels would require the 2 CCR license.
