I was planning on plugging a 16 channel controller on one 20 amp outlet running about 5,000 incandescent lights and was wondering if this would be alright.

It's insufficient information. You need to tell us how many of those lights are on each channel and how much is the wattage of each light or string. Example, how many strings, how many bulbs on each string and the wattage of the string.

5000 c9 or c7 bulbs no way,5000 minis 50 100 count minis at .33 amps you should be ok if the outlet is only for the lights,

get one of the watt meters from home depot / lowes ... etc. worth their weight in gold for knowing exactly what the load / channel is.
