The breaker would only trip when the current draw exceeds the breakers rating. GFIC's monitor the voltage flowing from hot to neutral. There are a few exceptions like for heat tape, but any outdoor plug you use, must be GFCI protected. It also specifies that "in-use" covers must be used as well.
