The breaker would only trip when the current draw exceeds the breakers rating. GFIC's monitor the voltage flowing from hot to neutral. If there is any variance(ie some of it running through your body) then it trips.

It might long after you die from just .01 amps going through your heart.

GFCI's protect people. Circuit breakers protect wires. Your controller may still be broken if somthing goes wrong.

In accordance with the National Electric Code, ALL outdoor receptacles must be GFCI protected. There are a few exceptions like for heat tape, but any outdoor plug you use, must be GFCI protected. It also specifies that "in-use" covers must be used as well.
