JRW17 Increase / Decrease Intensity does not effect RGB

When using Increase or Decrease Intensity, only non-RGB channels are affected.  Example, this segment shows my address sign as full green, and the columns at 255/255/102:

Then this effect applied:

After applying the effect, the RGB levels were unchanged.  Note that applying the same effect to non-RGB channels works fine.

Also, what happened to scale intensities that was in S4 (which is generally more useful that just changing the level by a number)?

Starting with the next beta release:

* When right-clicking on the grid, all of the items under the "Existing Effects (foreground)" sub-menu will apply to RGB channels as well as regular channels.

* In addition, the "Scale Intensity..." function has been added.
