If it is a 'Fixed' timing grid, then you can't change the timings. You would need to 'Add New Fixed Grid" via the "Timings" button, which should be at the top of your sequence editor. Note: Current effects you have in the sequence will not be adjusted. They will remain where they were originally put. If you needed the events re-sized to 0.04, you could copy/cut the events while the 0.05 timing grid is selected, change to the 0.04 grid and 'paste by cell'. Granted the further along you got in the sequence the further out of sync it would get with the original events, but at least they would all be shortened.
