have you tried MonoPrice.com? have done better than that including shipping.

Caution: easy breakage! especially the colored ones. If you're buying local, best to go the electrical dept to get quality ties.

so far I have had more issues with what I bought from Lowe's than Monoprice. Was having 40% breakage on a bag of ties, at best less than 1% on the Monoprice ones.

I shy away from wire ties that aren't UV-rated, with the possible exception for ties that are used for one season and then cut during teardown.

I'm going through hundreds, possibly thousands, of ties for my current project, and I have purchased from this eBay seller. So far so good, about the same as your price per item, and UV-rated:
