skewing the timings

is there any way to skew a timing grid without moving the effects that are already in place, or create a beat track grid is offset by a certain amount at its inception?

Sort of, but not in a single step:

You could copy the timings, then paste them into a new freeform timing grid, starting at the offset that you desire.

Or, if you want it into the same timing grid, you could copy them, delete them, then paste them (as long as the timing grid is a freeform timing grid).
